Loan Program

The Wind River Development Fund provides loans for small business and community development projects through its revolving loan fund. Please read the information below, then contact us (email us or call 307-335-7330) if you have questions or would like to apply for a loan. Application Process
Eligible Loan Applicants
Any new or existing business or community development project that is located on or near the Wind River Indian Reservation will be eligible to apply for a loan. “On or near the Wind River Indian Reservation” as defined by a 1997 Resolution of the Joint Business Council, includes all areas within the legal boundaries of the Reservation, including the communities of Crowheart, Ethete, Fort Washakie, Arapahoe, Riverton, Kinnear, and Pavillion, as well as those communities where a person living on the Reservation and seeking employment could reasonably be expected to commute to and from work in the course of a work day, including the communities of Lander, Thermopolis, Shoshoni, and Dubois.
Loan Products
Minimum Loan: $1,000
Maximum Loan: $125,000
Terms: Varies depending on use of loan proceeds and available collateral. Loans can be as short as one month or as long as 20 years. Payments are usually monthly, but can be structured differently to meet cash flow of the business. Lines of credit are also available.
Interest Rate
Fixed rate ranging from 6% to 9%.
Fees
Loan Origination Fee: 1% of loan amount (can be part of the loan)
Eligible Loan Purposes
Loans must be for business purposes or community development projects. Eligible uses include working capital, purchase of land or buildings, construction of buildings, leasehold improvements, vehicle purchase, purchase of inventory and equipment, purchase of existing business, and refinancing of high interest debt.

Loans may not be used for purchase of equity in another company, lending to other people, purchases for any personal use, home purchases or improvements, or projects that will not be able to pay the loan back using revenue generated from the sale of products or services or other earned income (e.g., loans will not be made that can only be paid back with grants).
Collateral
Collateral is required for all loans. WRDF staff will work with you to determine the appropriate collateral, depending on your situation.
Application Process
WRDF staff will help you through every stage of the application process. We’ll also be here to give you technical assistance and support once you receive a loan.

1. Meet In-person with WRDF Staff. Make an appointment to come meet with one of our staff to determine what your loan needs are and what information we’ll need from you to complete the loan process.
2. Complete Your Business Plan. All loan applicants must submit a completed business plan. We will help you in this process. If you do not already have a business plan, if you are starting a new business, or if you have not owned your existing business for at least 2 years, you must complete our 10-week SAGE (Strengthening and Growing Entrepreneurs) business planning course. Click here to learn more about the SAGE Course. Our staff is also available to help you one-on-one with developing your plan.
3. Submit Your Application. Once you’ve met with our loan officer and your business plan is complete, you’re ready to submit a full application. To be considered for a loan, all applicants must submit a completed application.
4. WRDF Staff Review. Once an application is received, it will be reviewed by the loan officer to determine if it is complete. The loan officer will also order a credit report and identify environmental issues, if any. If the application is complete, the loan officer will determine the strength of the application and it will be presented to the Loan Committee, if applicable.
5. Loan Committee Review. The Loan Committee will review applications and decide whether to approve them for funding, send the application back to the Loan Officer for more information, or to deny the application.
6. Loan Closing. If your loan is approved, the Loan Officer will set a closing date with you.
